Both terms describe collision repair on a vehicle's body. 'Panel beater' is the traditional NZ/UK term focused on the craft of metalwork; 'smash repairer' is more common in Australia and emphasises end-to-end accident repair including insurance liaison.
What the label can hint at
Shops marketing as 'smash repairers' typically have larger insurance contracts and high-volume throughput.
Shops marketing as 'panel beaters' more often do restoration, custom and high-end work alongside accident repair.
